Baltimore's wealthy urban neighborhoods are Harbor Point/Harbor East, Canton/Brewers Hill, Fells Point, Federal Hill, Locust Point & Riverside. Guilford is the cities ground zero for old money/wealth and consist of nothing but multi-million historic mansions and was listed under National Register of Historic Places since 2001.

In Seattle, I'd put Madison Park above Upper Queen Anne, at least for old money.

For the whole metro, I'd go with Medina, Mercer Island and the Surrey Downs neighborhood in Bellevue.

Newton isn’t urban or a neighborhood. It’s a very suburban city. 88k in 18 square miles

I wouldn't call them "cheap" at all but they aren't they aren't the neighborhoods where people with deep pockets tend to move to. When it comes to Baltimore, the waterfront is going dominate "that" demographic.

I wouldn't call it cheap at all but it's not a neighborhood where people with deep pockets tend to move to. When it comes to Baltimore, outside of Guilford the waterfront dominates the high wealth demographic(s).
