Guilford is the cities ground zero for old money/wealth and consist of nothing but multi-million historic mansions and was listed under National Register of Historic Places since 2001.

I hadn't heard of Dunthorpe, it looks like it's technically just outside the city limits. The neighborhoods south along Macadam and getting into the Tualatin Mountains are pretty rich, but for a neighborhood more within the core of the city, the one that immediately jumps to mind for me is Laurelhurst.
For Seattle, Queen Anne probably. For Spokane, Cliff-Cannon.
In Seattle, I'd put Madison Park above Upper Queen Anne, at least for old money.
For the whole metro, I'd go with Medina, Mercer Island and the Surrey Downs neighborhood in Bellevue.
I would put it in the same boat as Mt. Vernon/Midtown.
I wouldn't call them "cheap" at all but they aren't they aren't the neighborhoods where people with deep pockets tend to move to. When it comes to Baltimore, the waterfront is going dominate "that" demographic.
