I never insinuated that New York is the same as Maine, but no one questions the differences in northeast regions or midwest regions, yet they claim Miami isn't southern because of Latin American influences, like you just did. Not once have I heard that Buffalo isn't a northeastern city because it isn't like the Bos-Wash. But people constantly question the southerness of only southern cities because they don't fit in with the quintessential idea of the south to northerners.
The south is allowed to be diverse.
From the very beginning, it was Southerners that questioned New Orleans' southernness and its diversity, cosmopolitan flair, and less rigid social stratification were big reasons why.
Atlanta definitely sounds southern. But I'm mostly basing this off the black population. Only white people's accents get considered for threads like this.

To me as a non-native speaker all black accents sound pretty Southern. I'm sure there's regional variation but I don't think it's that easy to pick up for people not exposed to it a lot.
Atlanta is 100% a southern city. Anyone from the area has a southern accent. Anyone transplants from the north obviously do not.
It's hard for me to say, and purely anecdotal, but it feels pretty 30/70% in terms of southern accents with those I deal with on a daily basis? Meaning 30% have a southern accent

To me all black accents vary every few 100 miles but not each variation is non-southern. If the metro is large enough I can here multiple variations within that one metro.
To me there are multiple black NY accents that do not sound southern at all with the exception being it sounds similar to one of the black NOLA variant.
I see. Well I live here and I disagree as I very rarely encounter Southern accents but YMMV.
