Marquette or Munising, Michigan.

Lake Superior is amazing, and so is the entire UP. Pictured Rocks, Porcupine Mountains, etc.

Public Library walking tours of the city are very informative. https://sfcityguides.org/find-your-tour/

Presidio is nice for relaxing, and they have some historic lodging. $$$, so If solo I stay at Ft Mason Hostel. There are some affordable hotels nearby (Marina district). Right on the bike trail to GG Bridge / Legion of Honor, and Fisherman's wharf.

Oakland and San Jose might be less expensive airports than SFO. Can take BART from SFO or OAK.
Yeah, we've had daytime highs in the 60s-low 70s for months now, sunny and breezy, and if I hadn't traveled to New York, Dallas, Austin, Salt Lake City and Phoenix in the past month, I'd have completely forgotten how unbearably hot it is many other areas of the country.

Pictured Rocks certainly is beautiful, but those damn flies make it unbearable this time of year. Even along the shoreline you can’t escape them.

San Francisco and the Northern California coast: It usually has the U.S. 's coolest summer weather this time of the yr. 50s at night and 60s during the day with refreshing clean air. Fog may move in during the evening and at night. And of course, spectacular scenery along Hwy 1 north of San Francisco and the city itself.

VRBO gives you the option to pick up some great local food and DYI your own dinner a night or two if inclined plus easy/leisurely breakfasts. There's a lot to see/do with outdoor recreation and an easy drive to destination towns like Asheville (2 hours), Brevard or Sylva (1 hour) and Hendersonville at 90 minutes.

On the drive back you might also consider a couple nights in Blowing Rock NC which is a shade under 4000 feet in elevation and the same weather as Highlands. https://blowingrock.com/ It's a bit more affordable thn Highlands and also offers quite a bit to do. https://blowingrock.com/ I love the old-school Alpine Inn for a nice stay https://www.alpine-village-inn.com/ But of course tyhere;s also the vacation home concept as well. https://www.vrbo.com/search/keywords...hildrenCount=0

A must stop by is nearby in the Village of Beech Mountain, the highest incorporated town east of the Rockies at an elevation of 5500 feet. It's not unusual to see snow flurries in August and temperatures average. Stop in at Fred's Mercantile to get out and feel the fresh air. https://fredsgeneral.com/
Seconded, on this one-although to be honest with you, while many places relatively moderate compared to FL, I greatly enjoyed my time in Burlington VT, some midday humidity/heat aside.

I'll also second some posters recommendations of Duluth/North Shore, which I want to get to, and Northern Michigan, particularly the gorgeous Sleeping Bear Dunes and Mackinac Island, which I want to get back to.

Highlands was very comfortable throughout our recent trip there, we absolutely love that area. Franklin and Sylva are down at lower elevations and during midday can get quite warm to hot, but still, not as bad as some other areas, and both of those towns have very cool vibes.

Since OP is from VA, I'm wondering if any of the higher elevation towns in the eastern end of the state might work there, like Damascus? Looks like the highest would only come out around 2,500' though, and I'm not sure any have quite the upscale summer tourist town vibe that Highlands has (at least, not that, and also above 2,000' or so.

What do you want to do? Slightly cooler is something but not much.

I agree with this one. Never been in the US myself, but I am a topography freak. UP and northern LP Michigan would be high on my list of places i would like to visit. Sleeping Bear Dunes must be beautiful! Also the Adirondacks should have a nice summer climate, with refreshing lakes and forests at elevation.
