Sure if you're looking for the largest dollar number of welfare assistance, some place like New York City is best, since they have programs over and above those offered by the state and feds.

But what good is welfare if it all goes towards paying for rent and expensive groceries?

Anecdotally I had a pair of brothers in my extended family who were both on SSDI because of developmental issues. They chose to live in Cheyenne, Wyoming of all places. Why? Ultra-low cost of living.

You also have to consider that cost of living varies within states as well. So, it could come down to where you look within a state.

Yep.

Say you have a good job, living in Fall River, MA.
Fall River might be the cheapest place in Eastern Mass. Average rent is $1200 (up 50% from 2 years ago though).
The maximum unemployment benefit is $974/week (+25/w per dependent).

Same person then can get health care for no cost for their family via MassHealth.
Same person can get up to $992/mo in SNAP

Same person in Boston gets the same benefits, but the average rent is $3700

Florida is like third from the bottom in social services spending and features a few metro areas (Miami-Fort Laud-West Palm, Orlando and Tampa Bay) where wage-to-rent inequity is among the few highest in the country. So hey everybody, let's move to Florida on a modest budget and worry about jobs when we get there!

Correct. Property taxes are higher in adjoining areas (much higher in some), and income taxes are flat. There are no "county" level sales taxes (half of MA's former counties haven't existed in a generation anyway).
