When evaluating each state, we should consider the following:

1. How much can you get from unemployment?
2. Most generous welfare payments
3. Healthcare for those without insurance
4. Services for parents disabled children
5. Help for the disabled in general
6. Public transit availability
7. Other government services
8. Anything else I may have missed

Typically, states in the northeast will be much stronger overall in this area, than those in the south.

That's a fact. Medicaid income limit is $300 per month, and an able bodied adult is eligible for SNAP 3 months out of 36.

Here's the Top 10 states for public welfare spending per capita (as of 2019). This is probably a good indicator:

(Excluding DC)

New York
Alaska
Massachusetts
California
Rhode Island
Minnesota
New Mexico
Vermont
Oregon
Pennsylvania

Not true. Of all the southern states and even relative to some states outside the south, Louisiana is one of the best for social welfare, primarily because of the huge number of Catholics. It is less conservative than most of the other southern states, with a Democratic governor.
