US cities where it's easiest to find a public toilet (city hall, hotels)

This is more in regards to being a tourist in a city. We always debate which city has the best transit or best restaurants or best attractions, etc, but easy access to a restroom is also important. So many cities have "no public restroom" signs on their downtown storefronts. So in what cities can you find a free public bathroom easily, without having to buy something or buy an admission ticket. Bonus points if the restrooms are clean.

Taboo as it may be, this is a legit topic when going into the city for a day. I have no qualms with nonchalantly walking into a Hyatt or Marriott as if I were a guest and using their facilities when walking around a large city. It's usually the best bet for clean restrooms and avoiding riff raff. This worked for me when I was walking around Brooklyn.

One could say the same for Seattle, I'm sorry to say.
The best are the more suburban with big box stores such as Lowe's, Home Depot, Fred Meyer, Target, and Walmart which have restrooms easily accessed by anyone who walks in. Some of the big city (Seattle) Starbucks have closed the restrooms to the city or require asking for a key. Here in our city of 65,000 the only available restrooms are in parks, the library, Safeway, or Trader Joe's.

Excuse me no, in San Francisco you're supposed to use the most public spot possible for everyone to see you.
I was in The City waiting at a red light the other night and this guy was just lying in the median, I looked over and he was totally naked except for a knit scarf around his neck. I thought what in the hell? He wasn't particularly well endowed either.
Well equipped city parks seem to be the best options for actual public toilets. Other than those, the de facto public toilets are in places that others have already mentioned but I'll add food halls, transit stations, city halls, convention centers, and public libraries to the list.
One of Philadelphia's biggest and most popular is the Barnes and Noble on Walnut Street. It's set to close at the end of the month. It always came in clutch. I have been wondering if their new location will have a bathroom, probably not. The restaurant where B&N is certainly won't.
But if you really got to go: train stations, malls, visitor centers, food halls, department stores, and libraries/museums are some safe bets to find a public bathroom
