Just like Coachella and Art Basel, now it’s more about corporate sponsorships, instagrammable shots, celebrity tagging, drinking $20 beer (and make sure other people know that.), goodie bags, be seen, “content” and “trending”.
I still like Austin, but you can’t pay me to SXSW now.
Without actually reading, let me guess: The team owns the stadium and district around it, plus they have great media deals. Maybe there's a kardashian thing going on, where they're famous for being famous without being very talented, but I'm skeptical of even that.

Basketball is a worldwide sport now only second to soccer. After the dream team, Michael Jordan and the Bulls were the hottest at the time. Timing is everything.
It is all due to Michael Jordan and the Bulls being lucky enough to have drafted him. No doubt show time Lakers and Boston are much bigger than 90s Bulls, but again when they were really popular the world was not as enamored with basketball.

I am a die hard Bulls fan and since the 90s minus a few runs, they have been awful. But the Bulls brand is still strong and that is still because of MJ to this day.
I'll believe it when it happens. We're a useful foil when any team wants a subsidized arena. But it'll happen eventually. PS, the article makes it sound like 2025 is when they'd start to consider expansion, which would presumably take a couple years.
The Kraken have a solid fan base, but my impression is it's built around transplants. The TV ratings aren't very good. Locally, kids play basketball over hockey by a 100:1 ratio (there were no rinks in city limits until the Kraken built theirs) and I'd guess the fan base would be at least double for a Sonics return. The city was crazy about them until the carpetbagger came along.
