March/April weather can be iffy and changeable in St. Louis. I was there late April and it was fine. I was just a couple blocks north of Forest Park near Washington University. St. Louis has a world class botanical garden (Missouri Botanical Garden), maybe top 3-5 in the world. The Iris plantings and some spring flowers were showy at the garden. The Zoo is in Forest Park along with the Planetarium & Science Center and the History Museum. I think the History Museum is free on Thursdays, but you should check. In the Central West End is the "New" Cathedral Basilica, on Lindell. The "Old" Cathedral is by the Arch, Old Courthouse. and the riverfront. The different neighborhoods have some great restaurants. City Museum is great fun but pricey. If you have a car you can visit Main Street in St. Charles or maybe the Cahokia World Heritage Site across the river -- get good directions.
St. Charles is a nice place to visit. There’s a nice downtown with shops and restaurants and the park along the River is nice.
Anywhere on the plains could be cold in March; the area has famously wide-ranging weather.

If you're looking for mostly outdoor activities, Dallas and Fort Worth both have notable zoos and art museums. St. Louis, as mentioned above, does have an expansive botanical garden, notable parks, and unusual museums - the City Museum is one of America's most unusual - but March isn't the best time for gardens and parks.
I can't think of a worse place to spend a few days than Dallas -- except maybe Fort Worth. Besides the free St. Louis zoo, the world-class art museum is also free, in the same park. Cardinals baseball, mostly afternoon games in April. Italian dining on The Hill Yogi Berra made famous. Riding up the Arch is funky.
There doesn't seem to be many places to visit this time of year if you are sensitive to cold
If you absolutely have to be warm in March, try the tropics or the southern hemisphere. The US is not a tropical country, so don't expect most of the country to be warm during late winter.
