I don't think I could do without either almost anywhere in the US but I'm a bit of a climate wuss, at least for the home where I rest and sleep. Maybe San Francisco
We had a thread in the SF forum about summer heat years ago...I came up with a map that we deliberated and settled on this:
Cold: High 50s-Low 60s
Cool: Mid 60s-Mid 70s
Warm: High 70s-Mid 80s
Hot: High 80s+
But to be honest, I feel like our weather is changing, many more hot days than what we're used to in Oakland--yuck

Plenty of people in the PNW don’t have air conditioning and it’s fine. I’m in Olympia and it’s not common at all. The warmest month, August, the average high is 78 and the average low is 51. AC is completely unnecessary when you can just open the windows at night which will keep the house cool during the day.

What are you talking about? If you’re on the coast from San Diego to the Canadian border you don’t need it. There might be a handful of days you may have wished you had it, but those can be counted on 1-2 hands, in a bad year. And of course there’s higher elevations inland. We have a place at 6K ft about 80 miles off the coast as the crow flies in Southern California and we don’t need AC. You most certainly need heat though in the winter up there.
The humidity can be very bad about half the summer though around southern California even by the beach. It seems getting worse.
My experience living in Southern California for over fifty years, reasonably close (12-20 miles) to the beach but not on it, is that there are zero to two weeks of uncomfortable heat/humidity during the summer. Depends on the year. We get by without a/c but I will admit there are those few yucky days. It's definitely not half the summer, unless you're in the Inland Empire.

Hawaii is very livable without AC except maybe in some of the desert microclimates (where basically no one lives anyway). I personally would find it uncomfortable to endure 80s inside my home, but tolerable if you get used to it.
