To me, If I'm in an area known for cold I expect it to be cold and its not as bad. If I'm somewhere known to be warm even in winter like Phoenix and its a chilly day with wind it seems ''colder'' than if i was up in Flagstaff with the same temperature, if that makes sense.

Minneapolis designed the place so you didn’t have to go outside. Boston did not. Because Boston is clearly and obviously more comfortable during the winter.

Higher elevation helps.



Being surrounded by snow helps.


Sun helps.



Better insulated buildings REALLY help.



Dryness is negligible.



People have crap memories, so its best to ignore weather anecdotes. "Socal is colder than nyc.." blah blah blah. Maybe for a weekend or two. But not most of the winter. you wouldnt see so much winter vacationing in los angeles if that were remotely true.
