Redmond, OR - Pop 35K, or nearby Prineville, OR at 11.2K. Both are easy drives into Bend Oregon the biggest city in central Oregon. Not much snow in town during the winter, but lots of sunshine. From google: "...Because Redmond sits on the east side of the Cascade Range, it sees an average of 320 days of sun."
Or LaGrande. Or Joseph. The climate changes mightly past the Dalles and Columbia River Gorge.

I was actually looking into Pine Valley, UT and Emmett ID.
Prescott, Sedona, Payson in Arizona all fit that description pretty well. There are also some cities in New Mexico that fit that description as well. Sierra Vista in southern Arizona has the most moderate climate IMO in the USA that's not Hawaii or California but they do get a fair bit of wind.
Ashland and Medford in southern Oregon also meet that description pretty well and have very low winds.
All of the cities I mentioned are ones that I researched to move to when I retired but I ended up in Phoenix for different reasons, but I do love the sun and most of the year the weather is amazing. I still consider moving to Sedona or Prescott to get to a more moderate climate.
I'm right there with you. Currently in Queen Creek AZ. Just a little toasty for my liking. Would have bought in Prescott if it didn't suddenly boom the way it did.
Bisbee, AZ fits the OPs list pretty close. It is nestled in a mountain valley, protected from strong winds that blow out in the more open desert areas. Summer average temps are not as hot as most places in AZ due to mile-high elevation.
How are you in Arizona and not know where these places are, you are in like 1 of 4 states that offer this.
Heber, Payson, etc. can also look at Mount Lemmon peak. Plenty of Prescott-like places without being Prescott. I thought someone in AZ would know that.
