What are some towns that match this?

I know the west is going to have the drier climate and more sunshine. It would be cooler as you head north, yet that means more cloud cover in the wintertime. South would get too hot in the summer, so I'm thinking somewhere southwest at a higher elevation.

The closest I've come to a match is Kula, HI, but wondering if there is something similar on the mainland.

Taos New Mexico, population under 7000

Las Vegas New Mexico, population 13,500

Other smaller towns in New Mexico might fit the bill. Not sure about wind...

Northern Nevada small towns like Minden or Carson City, but NOT low wind here.

As far as I have experienced, it's windy out West.

Maybe some locations in Idaho might have less wind. Idaho = less winter sunshine...Arizona or New Mexico? It's not that hot up in the mountains...

Maybe the Black Hill area of South Dakota?

I think you're right. Places like Payson, AZ come pretty close, looking more closely. Perhaps the ponderosa pines help mitigate the wind.

Silver City, NM works pretty well. It's windy in the spring but compared to other places in the west it isn't very windy. Summers are nice, winters are slightly nippy but not cold.

High elevation far south. That makes sense. In that case, I can add neighboring Ruidoso and Cloudcroft to the list.
