The housing part is hard, but I think the same thing you are going through is going to effect all blue cities in red states which sucks. Missouri is the same as Texas and the ability to retain local differences seems to be something the state is trying to end.
Others have said the west coast cities, also east coast. What is the COL in Providence? Pittsburgh?
Minneapolis could work, Denver (although the COL is higher), Chicago, Milwaukee, Madison (WI is more purple but I think has a democratic governor and not pushing for the things TX, MO, FL, etc. are). If you can handle cold, I think Madison is really cool.

Even a place as blue as Virginia could elect someone who would sock it to the LGBTQ community to get national attention. You'll want states that has no history of supporting social conservatives. That leaves the West coast, New England/NY and possibly Nevada, Pennsylvania and New Mexico.
I grew up in the Portland area, so am more aware of its environs. I did a quick realtor.com search on townhouses and condos, 2BR+ with a price limit of $500K. It came back with 308 units for sale. Most of these will have some walk-ability, and I'd guess all will be within a few blocks at the most from a Tri-Met bus or train stop.
Even NYC had over 1,800 listing in your price range. The first one I clicked on was a time-share, so who knows how many are fulltime ownership, but NYC would likely be close to your ideal based on your criteria. https://www.realtor.com/realestatean...rice-na-500000

I would recommend Minneapolis for the criteria mentioned as well as the fact the mayor/city government recently announced the city as a sanctuary city for the Trans community.
Isn't Austin as a city extremely LGBTQ friendly? If you're looking for a blue state with mild winters. SOCAL is your best bet. If weather isn't a factor maybe Minneapolis as some have mentioned. D.C also has a huge LGBTQ scene.
For big cities, Chicago, Philadelphia, DC come to mind.
All have large thriving gay communities, lots of great food, tons of entertainment and cultural options, walk-able, diverse, and better states (I know DC isn't a state) for LGBT protections.
Though the vibe for all 3 is different than Austin, Philly is probably the closest in terms of funky/artsy types.
$500k is certainly do-able in all 3 cities (DC is the most expensive).
There is of course New York, but more limited options for $500k.
