To be fair to the Elmira area, which seems to be forgotten within the state, it does have some very nice areas like West Elmira(cdp), Horseheads, Big Flats, Southport, parts of Elmira Heights and even the outer West and South Sides of the city. It also has properties with a lot of land.

The Woodlands $560,000
https://www.redfin.com/city/26049/TX...housing-market

However...
Plano $535,500
https://www.redfin.com/city/30868/TX...housing-market

Lewisville $393,000
https://www.redfin.com/city/30836/TX...housing-market

Frisco $707,500
https://www.redfin.com/city/30844/TX...housing-market

Garland $317,500
https://www.redfin.com/city/30821/TX...housing-market

The "nice" suburbs (i.e. Frisco vs. The Woodlands, or Sugar Land vs. Plano) are definitely more expensive in DFW - around $100k more.

BTW...
Austin $570,000
https://www.redfin.com/city/30818/TX...housing-market

Round Rock $426,500
https://www.redfin.com/city/30823/TX...housing-market

Leander $454,995
https://www.redfin.com/city/30803/TX...housing-market

Buda $415,000
https://www.redfin.com/city/2860/TX/Buda/housing-market

So one of the thing about Austin being "expensive" is that the city itself is more expensive than the suburbs, but the suburbs are fairly consistent in price (i.e. you don't have the large suburb variation) due to most of them being new - i.e. not many suburbs that have gone "downhill" that depress prices.
=================================
As far as the original question - Midwest is cheapest overall, and also part of the south (i.e. Alabama, Mississippi). CA is far and away the most expensive state, as is NYC (but most of NY State is not that expensive).

Yes or look at other cities in Texas that are cheaper

San Antonio $280,000
https://www.redfin.com/city/16657/TX...housing-market

El Paso $240,500
https://www.redfin.com/city/6171/TX/...housing-market

Corpus Christi $276K
https://www.redfin.com/city/35781/TX...housing-market
