Alabama's a weird one. The rest of the state tends to look down on Montgomery in a complete reverse Madison, WI way. Since it's right smack dab in the Black Belt, the money it spends on itself is softened in resentment since its the region everybody recognizes as worst off. The anger is more failure to adequately capitalize on any potential momentum in the other regions around Huntsville, Birmingham or Mobile. Or, in the case of Dothan, failure to do almost anything.
Past that, it's where all the lobbyists live (both a lot of notoriously gritty right wing and left wing organizations). If you knew the history of how the SPLC treated black staff, you'd want to write off the area too.
Western Washington/the Westside is used disparagingly as a metonym (reverse metonym?) for Seattle and Olympia. Olympia while not a large city (50k people) is still quite progressive and has visible issues with e.g. homelessness and drug use, so it's seen as representing the same kind of dysfunction as Seattle.
Californians on both sides complain about Sacramento. Quite a bit. However I think Austin gets heat because it’s the capital in a state that loves freedom (govt doesn’t) and it’s incredibly liberal

Does it? Texans same to have a very specific definition of "freedom".
I don't think Texans often use Austin as shorthand for state government. Austin is not that big of a factor statewide - it is an island and is treated more like a joke/freakshow than a menacing and dominating force. There would be more animosity if the state capital is not only at odds with most of the state but actually controls it.
The answer to this poll would be one of those states that would be conservative without the capital city. Georgia or Colorado come to mind.

Exactly. It didn't help when the mentally-challenged governor stated that "mostly rocks and cows" existed outside the liberal bubble of the Twin Cities.
