Forbes is kind of a crapshoot. They don't have a very solid method behind their madness.
And I kind of disagree with these rankings by principle anyway - since what's best for one person isn't necessarily the best for another (on the contrary, what's best for one person could be the worst for another).
Yeah, true. But even that is sort of skewed. I mean, the number one factor in determining "good" districts is based on where the money comes from. Not actual performance.
Johnson County, KS? Yuck. If they had picked Platte County then I would agree.
