Obviously, you will want to check out any city that has a large commercial port. A large commercial port invariably brings pleasure boaters and waterfront activities. What comes to mind (beyond Tacoma and Portland ME): San Diego, CA, Long Beach, CA, San Francisco, CA, Seattle, WA, Miami, FL, Savannah, GA, Norfolk, VA, Baltimore, MD, Philadelphia, PA, New York, NY, and Boston, MA.

Corpus Christi and Galveston, Texas are great. West Coast Florida (Tampa, St. Pete, Sanibel Island (my personal favorite). Anything Gulf of Mexico can do no wrong. It may not qualify as the scenic little fishing village, however. (For pure maritime, check out Fishtown, Michigan). It *is* the quintessential maritime community.
