Obviously, and without a doubt, southern california. I'm not sure that anyone would consider southern florida more beautiful, unless they thought flat, sprawl-covered, land with square buildings was beautiful. The beaches there aren't even particularly nice, just wide and sandy.
Some might say southern FL is better, but it's purely a subjective opinion.
I think by the water Southern FL would be nicer b/c it has nicer beaches with whiter sand and turquoises blue water, plus all the tropical foliage. But once you head away from the beach it's seems pretty bland and ugly. Southern CA has dramatic mountains and deserts inland from the coast and offers more variety and beauty overall than SoFla.
They both have their share of problems and since I have never lived in SoFla I can't really say. But most quality of life indicators would probably rank SoCal ahead of SoFla.
I currently live in SoCal but want to move to Miami for a change of scenery and new experience.

Have you been to either place? First of all, South Florida isn't known for it's wide beaches. It's known for crystal clear water. Second of all, as far as the sprawl covered land, what do you think most of Southern California is? However, So Cal has varied terrain ranging from mountainous to valleys to flat coastal plains. It has more culture, more diversity, and honestly, a little more of everything, which makes sense considering that it is probably five times the size in population and in land mass.
Honestly, I don't think either one is better, they both have massive problems and massive pluses.
Tough call. I like SoCal summer weather, but I like SoFla's winter weather. I prefer SoCal's scenery, but I prefer SoFla's beaches. I also like SoCals cities more, but SoFla has some gems, too. The real clincher is that SoFla is a lot cheaper, meaning you can get a much better/bigger home for your money. Both SoCal and SoFla suck in the natural disaster category.
by most standards (not mine) weather is better in socal
quality of life is higher in socal
by most standards beaches are better in sofla
never been to socal but sofla is beautiful. i know socal has a better geographical variety though.

I usually think of South Beach Miami for Florida beaches...even though I realize its just 'a' beach, one of hundreds of them.
I don't recall it being crystal clear water. I recall a pretty murky dirty water with lots of wind. Same with Ft. Lauderdale.
I did drive over to the western side of Florida...and it did seem much prettier and possibly even crystal clear (although I didnt swim in it and get that close to acknowledge that). But I wonder how many tourists readily go to the western side if it the crystal clear beaches compared to the numbers that so often go to Ft.Lauderdale/Miami.
Have to agree about Ft. Lauderdale beach (the currents tend to drift the natural sediments that way) but maybe a bad day at South Beach? Usually the water is turquoise and very nice. The nicest water is probably off of Hollywood, I have never been there when the water wasn't that turquoise blue. There is always a moderate breeze but since you mention the wind, that could mean there was some kind of storm out in the ocean and the sand was getting kicked up from the bottom.
The nicest water in FLORIDA however I think is Panama City and the panhandle in general. The west coast for the most part is repulsive and red tide infested except for Naples, Sarasota and St. Petersburg area. My favorite beach on the peninsular west coast is probably Anna Maria Island.
