Los Angeles.

I know a lot of people hate or don't care for the city but I see it having so much potential if it can get it's crap together. The subway is LA is so nice and fast but is only one line, a subway to Santa Monica would be great as well as other parts of LA that need rail. The downtown has some really nice, old buildings but they are occupied by cheap tenants or not occupied at all. Some run down parts of LA could be so nice if they were just cleaned up. If LA could add a world class transit system then it could continue to become denser and become a real city. I just see so much potential in this city but too many inept politicians and apathetic to outright hateful residents preventing progress.
