The report does not tell you much because it leaves out the cost of living index for each region. Sure you can make more money in Silicon Valley, but you have to pay half a million for a home that would go for half that in most metro areas. Probably the best paid workers are the miners, due to the danger, and they tend to live where living costs are low.
