Yes on an envelope before the zip code you will write LA. However from my folks, being from New Orleans and DeRidder, I have never heard of them refer to Louisiana as "LA"
It's not just when referring to it, it's also in writing. I abbreviate a lot of state names on this forum because some (like Louisiana) are just long. So LA is Louisiana. L.A. is Los Angeles, though I am guilty of often putting just LA - but in context you would know which I mean. LA IS the official Louisiana abbreviation. Like NY is New York, MS is Mississippi, TX is Texas, etc.
I normally don't abbreviate states to begin with so whenever I've said "LA" or "L.A." I have always meant Los Angeles. If I were to abbreviate Louisiana, I would put it "La."
I also see NE used for New England. So being in the Northeast, which includes New England, it's not always clear which group of states people are referring to when they mention "the NE states."

The question is about abbreviating in writing, not saying IRL. You wouldn't call Louisiana L A (El Ay) but the correct abbreviation in writing for the state is LA. Yet when referring to the city of Los Angeles, many posters incorrectly write LA when it should be L.A.

The 5 syllable pronunciation everyone is familiar with takes too long. Something about Louweezyanna grates on me. Don't care whether it's the king's French or not.
So then there is the 4 syllable redneck style Loozeeanna. Many people just don't like it probably because its redneck. Ok.
I have now put into use the 3 syllable Louisiana pronounced "Loozanner". There, problem solved. If you don't like it, tough.
We can now skip the L.A., La, LA, Los Angeles, Lower Alabama, etc.
Remember to say it loud in your best rebel yell: "This here's Looooozieanner!"

there are about 4.6m people in louisana while about 3.8m in los angeles. so no, louisiana has a good bit more.
