I will rank my cities on the place's overall health, livable neighborhoods, diverse neighborhoods, urban infrastructure, and connectivity of neighborhoods to the central business district.

It seems some on here are basing their ratings on a cities' tourist areas or basically the central area that a visitor would see. The best Midwestern city is a place that has healthy neighborhoods and a good business district.

1. Chicago
2. Minneapolis
3. Columbus
4. Kansas City
5. Milwaukee
6. Cincinnati
7. Indianapolis
8. TIE Cleveland ... St. Louis
9. Detroit

I honestly think their are no remaining cities that I would like. The rest can rank however you want.

My favorites are Chicago and Milwaukee - both on the shores of Lake Michigan. The added water element is hard to beat. Omaha is underrated, and actually has a lot going for it. Minneapolis is a good city, but I like St. Paul a little better.

I think I might like Columbus if I'd ever been, likely Madison or Milwaukee, but they just don't have enough to interest me. Chicago is the only world class city our region has, the rest are decent in their own rites but nothing compares.

As I understand, rank means ranking 1-10/10...
So I will do my own way of ranking:
1. Chicago 7/10
2. Detroit 4/10
3. Cincinnati 5/10
4. Cleveland 5/10
5. St. Louis 6/10
6. Minneapolis 7/10
7. Indianapolis 4/10
8. Milwaukee 4/10
9. Columbus 5/10

Hehe... As you can see these cities are not so high ranked, but none of these cities are on my list...
