This is really a tough topic because the definition of Mexican Food is not truly clarified. For instance an Asadero and a Mariscos joint serve very different foods. To an US Citezen a taco is usually a hard shell corn tortilla with ground beef, seasoned with salt pepper tumeric and corrriander, topped with iceburg lettuce, cheddar cheese and a semi-sweet non chunky hot sauce. In Mexico a taco is typically any common meat, on a soft shell petite corn tortilla, topped with cabage, pico de gallo, white crumbly queso cheese, and splashed with lime juice, your choice of hot sauces served on the side to your taste.
Regional Mexican cuisines are just that regional. For instance when it comes to Asadero foods (Mexican short order cooking from Sanora) I would bet Phoenix and Tucson have it hands down. This is your to go on the road Mexican foods tacos and burritos. But in the case of Mariscos (Mexican Sea food from Sinaloa) Caifornia's LA and San Diego would take it without argument.
Your Mexican Foods with Native American influance like Gorditas, Chalupas and Tamales would have nearly no competition in New Mexico Albaquerque, and Santa Fe. Then Texas would hold the title for dining style Mexican foods. Platter cooking recipie style enciladas, chimi changas, and the like. As Texas becomes more coastal like Huston Galviston you begin to once again find good sea foods but here they would still find themselves second to California as they are further away from Sinaloa the sea food capital of Mexico.
