What about Hudson Yards? The North tower is 1269ft, it is not in downtown or midtown.

What about Jersey City? Is Journal square downtown? Exchange Place? Newport?

For the outer boroughs, does downtown Brooklyn count, since its not the main (or even secondary) CBD in the city? What about LIC, Queens?

Soon New York harbor will have supertall buildings on all sides; Jersey City, downtown and midtown Manhattan, downtown Brooklyn, and possibly even Queens in the near future.

All of these areas are downtown/CBD. If they aren't then I don't even understand the definition.

"Downtown" in the American context means the regional core.

Not one of the tallest in the country, but the tallest in my city is Riverside Plaza (337 ft) in Cedar-Riverside Mpls.
