Well in Colorado we got: Colorado Springs pop. 360,000 crime index 397.6 that would match your criteria. I believe it's one of the safest cities along with Virginia Beach crime index 221.2, that is 250,000-450,000 in population.

Minneapolis-St. Paul is one of the larger metro's in the country, even though neither one has 500k.
They usually make some of the safest cities lists.
