What city past its prime has the most come-back potential? (crime rate, neighborhoods)

There's Buffalo, Rochester, Scranton, Grand Rapids, Dayton, Cleveland...

I'll say that one city past it's prime that is already coming back and maintaining a (comparatively, in this day and age) low unemployment rate is Cincinnati. Others are Indianapolis and Pittsburgh.

I currently see no reason to believe Detroit is coming back anytime soon. I think the people that said New Orleans may be right, assuming there are no other big storms.

I think part of what gives a city comeback potential is location. Some of the cities mentioned lack this. I said Buffalo-Niagara Falls because of the huge tourism potential and good locations. Buffalo is a crossroad to Toronto-upstate NY cities/Boston-Cleveland.

Here's a second vote for Scranton/Wilkes-Barre, especially if the transplants from NJ and NY continue moving here and opening up new businesses, opening their wallets, and opening their mouths.
