From what people are saying about how sensitive Pugs are to both temperature extremes, I'm thinking you really want to be focusing especially on the west coast. The question there would be how well you, not the dog, would handle long stretches of gray, drizzly weather in western OR or WA.
Check carefully about details of those mountain towns in the South. I've heard that Boone, NC, is a nice town, and it fits the suggestion that you consider college towns, but it's also at pretty high altitude. According to weather.com, the average temperatures there during the winter are similar to those in Philadelphia, which might be a little cold for your pooch.
