Than a city like Sao Paulo for example with over 11 million people does not qualify as a world city because it has very little influence outside of Brazil and I don't think most people living outside of Brazil would even be able to instantly point that city out on a map. I have also been told by some people that the public transportation there is so awful for a city of it's size.

Sao Paulo is a very powerful city, but in terms of global influence it ranks very low.
I do love this city; it is amazing and lovely and supremely tropical... Without most of the downsides I didn't like about similar cities in the United States.
But the public trans here really is awful. The entire city, apparently, was built for cars. I hear that they're extending light rail but it's difficult to imagine it being useful.
