We love Nevada City, California. Slow pace. Friendly people. A little cold in the winter, but overall fairly mild climate. Lots of sunshine. Vibrant downtown.
Somewhere in New Mexico could work...you'll get slightly chilly winters, but nowhere near as bad as what you'd find up north.
Maybe South Carolina? It's always struck me as one of the few Southern states that has had healthy growth, without becoming too crowded or fast-paced (you'll find these problems in most of neighboring NC and GA).
Another region to look at would be western TX...it's not nearly as crowded as other parts of the state. Lubbock, or someplace like that?
I somewhat disagree with the recommendations in So Cal (San Diego, LA burbs)...these may be relatively relaxed cities, but I wouldn't exactly call them slow-paced. You'll still have the elements of hardcore traffic, crowding, and the "rat race" sort of mentality.
I'm looking for a slow-paced town with good weather almost year 'round. Thinking about moving. Getting tired of trying to keep up with everyone around me only to find myself wanting to pull my hair out from stress.
