It is simple:

When you are in your metro area, you say the suburb or city proper neighborhood in which you live.

When you are outside of your metro area, you say the main city.

For example, if you live in East Cobb in the Atlanta Metro Area:

If you are snowboarding in Montana and someone asks you where you live/are from you say "Atlanta."

If you are shakin' your tail on Crescent Avenue in Midtown and someone living in Cabbagetown asks you where you live, you say "East Cobb."

The suburbs wouldn't be there, if it wasn't for the city.

So Yes it is a part, because they don't depend on themselves---most of the time
