I think you're reading a little too much into that article and getting a little excited over something pretty small. This article is about small, independent niche films appealing to certain regions and them premiering there instead of NY or LA and not a general shift in movie making or the film industry to TX. That's cool though that other cities are seeing some independent films premiered there first instead of the usual LA/NY crowd but I really wouldn't get too excited about it, these are just small indie films with low budgets and generally low revenues.

Even though I agree, Austin has an upcoming film industry coming up, including a billion dollar movie studio in works.
Austin has always had an indie film scene. That's nothing new. But overall, I doubt that CA or NY will lose their respective shares of the film industry anytime soon.
Well, more and more stuff is being made away from LA in places like Vancouver, Texas, Toronto, North Carolina, etc., because of the exorbitant labor costs in LA. I remember pricing a TV campaign with some directors in LA, and the estimates just about gave me cardiac arrest.
So I went back to one director with whom I really wanted to shoot and asked, "Well, what can we do about this?" He said, "We'll shoot it in Vancouver." The price was 40% what it would have been to shoot in LA. Multiply that by hundreds of commercials and dozens of TV shows and feature films, and you see the trend. These outlying areas are acquiring much greater sophistication in equipment, talent, transfer, music, and post. So while the big-budget stuff stays in Hollywood for the foreseeable future, a lot of the other stuff has been draining off for years. And as the economy starts to sour, and there's suddenly not enough work to go around, the biz in LA may suffer more than elsewhere. Because it will be next to impossible to negotiate down labor costs there.
That's not being built in Austin. I thought there was some other studio in the works.
It is supposedly going to be built in the Austin metro area since they had problems getting it built in Austin.
