" What state has the highest white percentage" would make sense and I think the answer is Maine.

Vermont. Maine puts up a close fight, but Portland has a sizable Somalian community. Therefore, I pick Vermont.

Maine and Vermont are the two whitest states in the nation statistically. It's obvious when you spend any time here.

I think Montana might be the "Whitest" state in the US now. It was Vermont, but Burlington has become more diverse lately. Idaho is up there too.

What about the cities in thos states though? I know Portland has some diversity in ethnicities. Same for Burlington too. I think Lewiston, Bangor, Auburn and even some towns way up north like Limestone and Preque Isle has some diversity. I think Rutland and St. Johnsbury does for Vermont as well.
