I have been researching and researching, and i can't find a city with everything i want... Things i CANT be flexible on are 60-70 humidity at MAX..... but temps 50-90 ALL YEAR! NO SNOW! I also need where the cost of living isn't high, and i can rent an apartment or house cheap, probably with no state income tax, and good jobs.... I would like it around tornado alley, because i love that weather.... if anyone could help me... that'd be AWESOME! I also have a high school degree, and would be moving in JUNE. of THIS year. I have a 9 week old puppy also who would be coming with me. Thanks.
You're not going to find everything you are looking for. Anything in tornado alley will have cold winters with some snow and high humidity with temps above 90. If you want low humidity with temps that stay between 50-90 year round then that would be CA, but the cost of living is high so that takes out that option. The place you are asking for doesn't exist as far as I can tell but some locations might come close if you can give up some of your preferences/requirements. Maybe Dallas might work.
Dallas is probably way too humid in the summer to be a good choice.
Places that have some combination of what you're looking for, especially with weather and costs, are the southwest outside of California (Arizona, New Mexico, West Texas, southern parts of Nevada, Utah, and Colorado). Albuquerque, El Paso or Santa Fe perhaps? You may want to know a little Spanish though.
Sounds like Oklahoma. I would have said coastal California but cost of living is very high. Parts of Texas and New Mexico may be what you're looking for as well.
Definitely look at western Texas, it has no income tax, mild temps in 50-90s, humidity in the 50% range, little snow (but some in upper tx), low cost of living, windy and a medium-high tornado risk.
