The least taxed states are: Alaska, New Hampshire, Tennessee, Alabama, South Dakota, Florida, Texas, North Dakota, Missouri....

That said,

Look at maybe Columbia, MO. It's a college town and may fit what you're looking for.

San Diego fits all those requirements, its expensive but not as bad as SF or DC.

Austin seems great but the rest of Texas? Hmmmm...
