I'll be shocked when I see a city without a elm street.

Honolulu (371,000) has no Washington street.

There is no Washington Street in Richmond, VA. There is one about four miles out of town, in Henrico County.
Richmond is slightly smaller than Lubbock, by less than 1,000.

Washington Street in El Paso (563,000) is only about two blocks long.

No evidence of a paved roadway with Washington in the name in Cape Coral, FL.

There is a Washington canal.... Does that count?

There is a one-block-long street in Austin named Washington Square, but it is a proper street with numbered addresses on it. McAllen is way too small to qualify.

Even in Canada, there is a one-block long Washington Avenue in Toronto, a 3-block long Washington Street in Ottawa, and a Washington Drive in Vancouver. In Winnipeg, Washington Avenue is about a mile long.

Oxnard, CA (pop. 192,997) has no Washington anything, but it does have a 15-block-long MLK Dr... which is completely surrounded by Spanish-named streets and 2 blocks up from Cesar Chavez Dr.

I thought Charlotte was going to fit the bill here, but we've got a short residential street named Washington Avenue.
