Late summer/early fall (September, right now) is absolutely the best time of the year in the Twin Cities.
Temps are generally in the 70s and stable, humidity is low, it's usually pleasantly sunny on most days, and there's always a nice breeze. The turbulent weather of summer is behind us, but the strong autumn winds haven't begun to blow yet. It's the ultimate perfect weather.
The tips of some trees and bushes are just barely beginning to change hues of gold, orange, red, and burgundy. September in Minneapolis is as glorious as springtime in Paris.
Summer is the best time of the year in NYC, I like the temperatures the most although I wish they were a little higher. I'm not a city person but there is a lot to do, and its good to do stuff without a jacket. The same thing applies to late Spring.
You wish they were higher? Why? 85 is not enough to get the summer feeling without excessive discomfort? If they were any higher 90, 95, 100 and 105 would be too common.
I've lived in Scottsdale, AZ and NYC and Berkshires of Mass. Best for me is Sept/Oct in ABQ, and was summer in MA; summer and early fall in NYC; spring and fall in AZ.

September/Early October in Albuquerque is perfect. Still warm enough during the day for the pool and cool enough to open the windows at night. The big high desert skies are colored a deep and brilliant cobalt blue, and hot air balloons fill the skies most mornings. Balloon Fiesta in early October is the absolute best time to be here.
