hey I was wondering if anyone could give me their opinion on the best state with a small-town, country feel about it and great wheather (hot long summers and short, fairly warm winters).
I think you're better off looking for individual small towns, not states. Most states have a mix of cities, towns, suburbs, and rural areas, so although I suppose some states don't have large cities, I still don't know if it would be fair to say the entire state has a "small town country feel to it." On the other hand, you'll find plenty of small towns with a country feel in places with hot summers and warm winters. Assuming you're open to towns, not just states, you'd probably get better answers if you can add some specifics like budget, if you'll need to find work, and any other specifics that would help narrow it down at least a little.

If you like long, hot summers and short, fairly warm winters, you will find that in the Gulf Coast states: Texas, Louisiana, and Florida, as well as the coastal areas of Mississippi and Alabama.
There are literally hundreds of towns in those states from which to choose. What else are you looking for so we can help you narrow your options?
You might want to think counties rather than states. The others are right that states vary a fair amount. Although as mentioned towns in the Gulf Coast look like they may fit what you want. Of course "country" areas in the Gulf Coast I think are often going to be at least somewhat socially conservative so it might help to know if you want that or if it'd be a problem for you.
There isn't an entire state with a "small town country feel"...although there are small towns in every state that have it.
you've probably never been to Vermont. Pretty much small town country feel all over.
that being said, it still doesn't fit the OP's request for weather. I would recommend many rural areas of the south and southwest depending on what your other criteria is.
