How does a "bad" neighborhood start

When the poorer (usually a minority) working class families move into a town with wealthier working class (most likely white) families, those people tend to be afraid or feel superior to the few poor people and start abandoning their home which only makes things worst since a domino affect starts to happen causing drops in housing value, and easier access for the poor criminals to corrupt innocence.

That's one reason anyway.

So you are saying drop off our rapists and murderers in foreign countries?

If these criminal-soldiers have no incentive to ever come home, what is to stop them from firing on our legitimate soldiers, or join the other side, or go AWOL and cross borders into other 'innocent' countries to terrorize their populations.

Yeah, That'll make the U.S. popular.

I think that is just a patently stupid idea. Instead, why not have them build houses for the homeless or other sorts of work programs that can benefit us here at home?
