I'd disagree on Louisiana. Lived in the Baton Rouge area and it certainly wasn't dirt cheap. Erie PA where I live now is pretty cheap though.

I'm from Louisiana and I would definitely have to disagree on this. You won't even be able to find a good one bedroom apartment in a good part of southern Louisiana for under $700 a month.
