I have been living in Washington DC metro area for the last decade for the job opportunities. But I don't like the weather and the busy city life.
I prefer to live somewhere that's more peaceful quiet, close to nature and mountains. I like long winter and fall, when the temperature is somewhere between 30 to 50 degrees. I work in IT.
Any suggestions on where would be a good place for me to look into?

A long winter between 30 and 50? I'm not sure where you can live that has a long winter where the temps don't get below 30.
Still, you might want to check out Utah and Colorado.
A long winter with temps between 30-50 describes Portland, OR/Vancouver, WA metro or Seattle, WA metro to a tee. And by long winter I mean like October through May. Lots of rain and gray skies though, if you can put up with that. Unfortunately, there are not many jobs available in the Pacific NW right now. You might look into Intel, Nike, Hewlett-Packard, Wafertech, Microsoft, etc. But the high-tech industry in OR/WA has seen some hefty layoffs lately. You might be able to score some contract work with the larger companies. There are also a gazillion smaller high-tech outfits around Portland & Seattle. I'm not vouching for their longevity however. Temp or contract work in that area right now would probably be your best bet.
Id look into Asheville, NC. Id recommend the West for mountains, but unless you live in CA, the jobs dont really pay well out West as compared with the East. And the areas that WildWestDude mentioned are so incredibly isolated that you'd go mad if you ever felt the need to hop in the car and check out cool urban areas.

The areas that WildWestDude mentioned also get cold winters - with snow.
