I'm pretty sure it's Marc Cohn.
Chicago has been in several songs, including one just called "Chicago" I think. New Orleans is in many songs. "Do you know what it means to miss New Orleans", "House of the Rising Sun", "Walking to New Orleans", etc.
For some others I remembered.
St. Louis Blues (Jazz, Blues)
Amarillo by Morning (Country, originally by Terry Stafford it seems)
El Paso (Country/Pop, apparently by Marty Robbins with notable work by Grady Martin)
Kansas City (R&B song)
Raining in Baltimore, by Counting Crows it seems.
Cleveland Rocks (Theme to the Drew Carey show for awhile)

Indianapolis - Apparently a song by Menudo, which is unfortunate as I think I almost managed to erase the memory of them ever existing.
Little Rock - Name of two different country songs.
What's Made Milwaukee Famous (Has Made a Loser out of Me): I'm assuming this is some sort of drinking song.
