Spokane WA is a good choice. But ya a place like SLC or Flagstaff do not exactly have "cool" summers.

- There are many small towns within continental US, the lower 48, with cool summers and cold snowy, winters (4,000 people at max). If you are looking for large cities, you won't find them anywhere apart from Alaska and Canada.

Obviously Canada is out of the question. SLC and Flagstaff are significantly warmer in the summer than Spokane. And most of the cities in Alaska are quite a bit smaller aside from Anchorage. And Fairbanks is very cold in the winter.
For a city its size, you will be hard pressed to find much better in the lower 48. Plus there is no humidity like east of the Rockies.
I think to meet the OP's criteria, you have to start with the summer temperatures. With very few exceptions, the summers in the US are very hot, the entire middle of the country, all the way from Texas to Canada, and southeast are broiling right now, in fact. Other than northern Maine along the coast (and that can get into the high 80's during heat waves), the Pacific NW along the coast (little or no snow), there aren't many cities with consistently cool summers. Even northern Michigan cities can get hot, but have huge amounts of snow. Traverse City, MI, is a beautiful Great lakes community, but it has already had summer temperatures into the 90's and in the winter, it can snow 100". The OP is looking for a more temperate climate in the US, with 4 seasons, and that will be very difficult, if not impossible, to find. Either the winter will be harsh in order to get a mild summer, or the summer will be hot, to get a more moderate winter. No nirvana here
