While Miami might not be best for a family there are other good areas of South Florida for families.

The only big cities that are actually would be NYC, Boston and Miami

Charleston and Savannah are both awesome places but not as large - so depending on city size - to me the battle would be between them

Toms River and Brick, NJ are both pretty close to the coast. They're two of America's safest cities. I guess if you'd clump the together, you'd have yourself a very pleasant city.

I'd go with Boston overall.

Fort Lauderdale, (or any area along the coast in Broward County.. NOT Miami..) or Jacksonville Beach. I love FL!
