Try Upstate NY. You would probably love Ithaca.

Or Syracuse area or Rochester

They are pretty tolerant of interracial dating. The rents are not bad either

I'd suggest Pittsburgh.

Green Bay would probably be the best off of your list. Low cost of living, no ghettoes, reasonably good economy, and beautiful four-season weather and scenery. I would rule out anywhere in the South, and places on the West Coast are far too expensive. The other Midwestern cities you listed (Minneapolis, Indianapolis, Springfield, and Milwaukee) would be fine.

Mind if I suggest another place to you? Fargo, North Dakota has all of the advantages of Green Bay, with a much better economy. Jobs are plentiful in Fargo.

I'd suggest Portland. It's beautiful, clean and non-ghetto. It's also a very tolerant big city with a lot of singles. There are plenty of apartments in your price range on CL.

Louisville, KY (with regards to your rent range.) Plenty of white women.

Portland. It has most of what you're looking for including lots of single white women. As to being "ghetto" or not, I don't know - I always thought it to be kind of ghetto for a black man to prefer dating white women. Anyway, there's a lot of that in Portland (and Seattle, too).

I like Norfolk but given the OP's rent range he'll be right back in the ghetto.
