I lived in Portland... absolutely more friendly than the rest of New England, but maybe not so much on the national scale (I found it to be quite friendly). However, it's very small (small towny attitudes) and seems as if everyone knows everyone else. It's a nice community, but pretty self-congratulatory and not even close to a good alternative for someone looking for a larger city than Pittsburgh (with good transit) as it's less than 1/4 the size with a mere 8 local bus lines.
Work is VERY hard to come by... unemployment isn't too high, but jobs are scarce and growth is slow (the city itself is losing population quite rapidly). I don't think it makes any sense given the OP's criteria.
