Athens, OH has got to be up there.

Ohio University is always high the the biggest party school rankings, and does so without having any major athletic programs. No need to use the "big game" as an excuse to get wasted there.

They actually have a good Football program and the Basketball team has had some good teams here and there.

Dude, they are in the MAC. Being good in the MAC is still not big time. The stadiums are small and athletics are not part of the student culture like it is in conferences like the Big 10 or SEC.

I've always heard good things about the house parties in Tampa around the University of South Florida area. I knew about that area long before my brother went to school there.

What about Tempe (ASU) or Santa Barbara (UCSB)?

UCSB has already been mentioned and is easily one of the country's top party schools. I have heard the same said about ASU in Tempe as well.

Well this would fit many universities. Though I would have to say Penn State, Michigan State, University of Wisconsin, but by far many of the major schools in: Florida, Georgia, Alabama, North Carolina, and South Carolina.

Another vote here for Madison. IMHO, that city epitomizes the "college experience." Although I must give a nod to my own city of Milwaukee. The area directly surrounding UW-Milwaukee always has tons of house parties on the weekends for the 18-21 crowd, and weekends usually begin on Thursday nights for most college students.
