DC doesn't have that classic mid-atlantic vide that Baltimore has. It also resembles Richmond from an architectual stand-point. I'd say it's northern with noticeable southern undertones. The DC accent is kinda southern as well.

The DC accent you're referring to hardly exists anymore. It's certainly not the most common accent, even by DC natives.
Only families who have been here for generations (2 or 3, at least) really have a noticeable Southern/Mid-Atlantic accent. You can usually pick those people out. So, yes, I agree that it's northern with a bit of a southern "flair" to it, even if that flair is declining.

There's still a bit of a Southern flair left, I think. Though, as I've said before, I don't think the federal city (aka inside Florida Ave) was ever properly Southern. The Upper Northwest used to be pretty Southern, but Dupont Circle (by contrast) was Northern, rich industrialists. Union Station, the Southwest, and Georgetown (of all places) were filled with immigrants.
On a side note, when you go deeper into Virginia, you can tell you're in the real South. My brother met a judge from much further south in Virginia. When my brother said he was living in Arlington, the judge said, "Oh, you're up there in the occupied territories."
In conclusion, it depends on which neighborhood in DC you're talking about and the person you're talking to!

You're not going to see many pickup trucks on Ponce de Leon in Atlanta or Meeting Street in Charleston either. That's more of a class/status thing than a geographic thing.
