What would you call this type of city/town? (live, suburbs)

A city/town that's in a major metropolitan area outside of the main city (it's smaller than the main city), but it's not a suburb?
For example, Gary, Indiana. It's in the Chicago metro, it's a smaller city but it's not a suburb. It would still be there if Chicago wasn't there, but it's still very connected to the city of Chicago, especially with people, media, news networks, etc.
Also, if you know about the Cleveland metro, Lorain and Elyria. They're both smaller cities outside of Cleveland and not really suburbs, they would still be here if Cleveland wasn't founded. But Cleveland is looked at as the main city and it's very connected and considered part of Cleveland (not the city proper itself), the area between these and Cleveland is 100% suburbs with no gaps.

Villages
I've heard of Satellite City, but is there any other term for it?
Many people that I've come across can't seem to comprehend that a city can be outside of a larger city, but not be a suburb. I had this problem when I lived in Elyria and Lorain, after I moved out of Cleveland city (I currently live there now though).
