Fire Safety Regs in Georgia? (floor, moving to, requirement)

We are thinking of moving to Georgia and building a 2 story home.

Anyone know if windows that open are required in Georgia?

OR, if we have two exits from the second floor down two different sets of stairs to two different exterior doors would suffice?

I prefer fixed windows for many reasons.

I think you must have an open-able window in every room where someone might be expected to sleep. There is also a minimum width/height requirement - so fat kids don't get stuck, I guess.
