The 'loose' boundaries of the downtown's actually describes many cities in 2013. The residents/local media in different cities always include multiple surrounding areas for downtown.

Not in Savannah, where "downtown" specifically refers to the Historic District, and some would argue only the commercial parts of the district north of Gaston or even Liberty Street. For this exercise, the definition of downtown for both Augusta and Savannah was a pretty liberal one IMO.

This is still one of the best ways to compare the downtown's based on using the 2 mile area.
